The UNDP is cooperating with the Government of Egypt in the area of elections through the ‘Strengthening the Democratic Process in Egypt’ Project, which was signed in November 2011. The project focuses on a) strengthening public outreach and voter information; b) strengthening technical and operational capacity of national electoral authorities; c) incorporating lessons learned and best practices of the 2011-2012 elections in the subsequent elections processes; and d) increasing access of women and rural dwellers to their citizenship rights.

A number of improvements in electoral administration practices have been achieved since the revolution in order to meet international standards, such as a clearer understanding of making explicit electoral procedures (including for counting) to ensure consistency throughout the event, acceptance of training as a major tool to improve polling and counting, improving the polling station set-up (by creating flow strategies and giving specific tasks to polling staff), enhancing transparency and accountability measures (including printing of ballot papers in booklets with serial numbers in the stub, counting at the polling stations, facilitating the work of observers and politicalparties/candidate agents and giving out copies of the results sheets to those stakeholders), improving the registration process and substantially increase its credibility and comprehensiveness by deriving it from the national ID database. Nevertheless, there is still a lot to be achieved, including the consolidation of a permanent, professional and unified electoral administration, implying re-structuring of the electoral authorities and systematic training and networking efforts.

The project also looks at improving the level of awareness and knowledge of electoral matters among various stakeholders (decision and opinion-makers, as well as population at large, in particular women and youth). Awareness levels and knowledge of electoral issues needs to be significantly enhanced, including but not limited to electoral administration and electoral systems, despite efforts conducted since the revolution. The project has as future activities a number of awareness events, that include round-tables, conferences, networking (particularly sub-regional ones), study-tours and development of knowledge strengthening tools (BRIDGE modules, training programs and curriculre, regional lexicon) and women oriented electoral education campaign (in partnership with UN Women).

With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu, Katanga, Orientale and Kasai Occidental, the International Rescue Committee (IRC) is one of the largest humanitarian actors in the Democratic Republic of Congo (DRC). The IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally-implemented programs. The IRC has been working in the DRC since 1996, currently operates in five core programming areas – primary health care, community-driven reconstruction & local governance, women’s empowerment and the prevention and mitigation of gender-based violence, education, and emergency preparedness and response. These programs reflect IRC’s guiding principles of capacity-building; participation; partnership; protection and promotion of human rights; and holistic programming.

IRC currently seeks a Chief of Party / Director of Program to lead its Women’s Protection and Empowerment Program in DRC. Together with the in country Program Advisor, the CP/DP is responsible for ensuring that the IRC WPE program, irrespective of funding source, is implemented in accordance with work plans, logical frameworks, cooperative agreements, donor regulations and IRC policies. S/he will ensure that the program delivers high quality work and solid results. The CP/DP will represent IRC WPE to all internal and external key stakeholders, government officials and donors, will lead Program advocacy and will work closely with donors and practitioners to provide project updates, discuss strategies, obstacles, performance plans, and overall progress. This position reports to the IRC Director of Programs in DRC.

Since 2002, IRC has been responding to gender based violence in the Kivus, with bases in Goma and Bukavu. The program incorporates immediate needs of GBV survivors to save lives and reduce suffering; recovery interventions to address the long-term needs of survivors of sexual violence; and post-conflict development activities to promote the empowerment and well-being of women and girls in the private and public spheres. IRC works with local NGOs, community-based organizations and health facilities to build their capacity to provide quality specialized services to survivors of sexual violence and to carry out community outreach and advocacy and empower women socially and economically within their communities. The program aims to: 1) Improve survivors’ access quality and essential health, psychosocial, and legal services; 2) Improve community support to women and girls affected by conflict; 3) Promote the protection of women and girls through the application of and adherence to policies and international standards.

Chief of Party / WPE Director of Program Responsibilities:

Provide leadership and direction, define and implement activities to achieve the greatest coverage and impact possible;

Lead strategic work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation;

Lead and work with a diverse team of international and national coordinators and advisors and field staff; coordinate with other IRC program areas and departments;

Oversee the WPE program quality by planning, monitoring and evaluating project activities, research initiatives; lead new proposal development and program design

Identify technical assistance needs and work with the Program Advisor in DRC and Technical Unit in New York to ensure that appropriate support is provided;

Manage external relations by representing the project and the organization and ensuring the distribution of information about project achievements and lesson learned.

Define and lead Program advocacy strategies and activities, participate to coordination mechanisms;

Oversee the financial and grants compliance to ensure the best use of resources by sound budgets, monitoring project expenses, and ensuring timely submission of financial and narrative reports to donors;

Represent IRC to donors and address donor inquiries in accordance with cooperative agreements for at least five major grants ;

Forge and maintain solid cooperation with partner organizations and government officials; manage sub-agreement partners whenever appropriate;

Required:

Masters degree in Public Health, Social Work, Public Policy or related field;

Minimum of ten years of overseas management experience;

Proven leadership and strategic planning capabilities;

Experience managing large teams and working in tandem with local and international partners;

Demonstrated experience managing multi-grant budgets of more than US$4 million;

Strong inter-personal communication skills;

Proven sound judgment and decision-making skills;

Effective and persuasive writing and public speaking; Fluency in English and French.

Desired:

Previous experience as USAID Chief of Party or Deputy Chief of Party, Program Director;

Previous experience in the field of GBV, Protection, Child Protection, Human Rights or other related field;

Previous work experience in DRC.

Security and Housing:

The Chief of Party / Director of Program will be based in Kinshasa with regular travels to South and North Kivu. Kinshasa is the capital of DR Congo and has a population of approximately 10 million people. The city is usually quiet and relatively safe. As with any large city in a developing country, crime and theft are common. The position is accompanied; the CP/DP will be housed within individual housing.

Purpose of the Position

You will be accountable for providing technical assistance and quality assurance to the new global ‘Peacebuilding, Education and Advocacy in Conflict-affected Contexts’ Programme to ensure overall efficiency and effectiveness of programme management and delivery and the accomplishment of the programme goals and objectives. The above peace building programme is delivered through the Basic Education and Gender Equality Programme in ESARO and through 5 Country Office Programmes in the region (Burundi, Ethiopia, Somalia, South Sudan and Uganda). The post-holder will be specifically accountable for promoting a clearer understanding of how conflict can be analysed and addressed through various sectoral interventions with a focus on the role that education can play. S/he will collaborate across the BEGE programme, but also across other programme(s) to enhance the mainstreaming of conflict analysis within UNICEF programming. S/he will ensure that monitoring and evaluation and knowledge management mechanisms are in place to track progress of the education and peace-building programme.

Key Expected Results

1. Programme Planning, Development and Management.

Enhance effective programme, sectoral or inter-sectoral planning, development and management by leading, guiding, coordinating and supporting the timely completion of the Situational Analysis and its periodic update through accurate and complete monitoring and analysis, and the timely preparation or finalization of sectoral input, using gender disaggregated data and analysis.

2. Knowledge Management.

Further promote knowledge management by drafting or finalizing sectoral documents and reports such as the Country Programme Recommendation and Plans of Action as well as through orientation and training programmes targeted to Government authorities. Ensure exchange of knowledge, information, experience or lessons learned; provides solid technical recommendations on major programme directions and on introduction of new initiatives in the country.

3. Rights-Based Projects through the Results-Based Management Approach.

Promote the quality of rights-based Education programming through participation in the formulation of programme goals, strategies and approaches. Bring coherence, synergy and added value to sectoral or programme management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation.

4. Sectoral Work Plan Development, Implementation, and Monitoring.

Takes primary responsibility for the development of the sectoral work plan and technical decisions as well as for project management, implementation and monitoring of assigned project/sectoral activity, in compliance with the defined programme strategies and approaches emphasizing the principles of gender equity and strategies for gender mainstreaming.

5. Programme Delivery, Evaluation and Reporting.

Ensure programme, sectoral or inter-sectoral efficiency and delivery through a rigorous and transparent approach to evaluation with an emphasis on gender-disaggregated data. Participation in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts. Contribute to the preparation of annual Education sector status reports and reviews.

6. Promotion of UNICEF’s Global Goals

Promote the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes.

7. UNICEF and Government Accountability.

Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government. Certifies disbursements of funds, monitors and submits financial status reports to management in compliance with the regulations and guidelines.

8. Communication, Collaboration, Networking and Partnership.

Ensure exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve Education programme requirements and objectives. Interact with Government and other partners, NGOs, UN and bilateral agencies in the different stages of Education programme/project implementation to follow up on agreements and recommendations. Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve Education programme goals.

Award: Land for Life, UNCCD

Every minute, land equivalent to the size of a football field becomes unproductive, lost to degradation through desertification and drought. At the same time, world population is growing rapidly, estimated to reach 9 billion by 2050. There are only two options to meet the needs of future generations: to further cut down forests, or to make degraded land productive. Solutions for restoring degraded lands already exist— communities, scientists, policy makers and others are already at work, but their efforts are under appreciated, and therefore, underutilized.

The Land for Life award will recognize innovation and excellence in sustainable land management, particularly efforts that enhance soils’ natural health and yield, and promote collaboration between policy makers, scientists and communities. Three awards will be granted for 2012 from a total prize fund of up to USD 100,000.
