International Policy Dialogue Conference on MONEY, SECURITY AND DEMOCRATIC GOVERNANCE IN AFRICA

The Council for Social Science Research in Africa (CODESRIA) and the United Nations Office for West Africa and the Sahel (UNOWAS) announce an international conference on Money, Security and Democratic Governance in Africa that will be held in Bamako, Mali on October 19-20, 2017. This conference forms part of CODESRIA’s ongoing engagement with the issues of security and governance in Africa. UNOWAS’ involvement reflects its leading role in addressing security and governance issues in West Africa and the Sahel, which suffer from many of the issues that will occupy this conference.

Security, governance and money are intimately linked. Governance challenges are known to fuel insecurity and insecurity in turn undermines efforts at promoting good governance in many countries. Illicit financial flows have a tendency to subvert good governance and fuel insecurity in many countries. The illicit proceeds of transnational organized crime, including drugs and human trafficking have become big contributors to governance challenges in Africa. Illicit funds have permeated, and compromised electoral and governance processes and structures in a number of countries. Further, many groups are known to use proceeds from various forms of trafficking to purchase arms and pay for their operations. Difficulties in domestic resource mobilization undercut the ability of states and supra-state entities to provide adequate security. Countries and regional organizations often depend heavily on external funding for their operations raising new concerns.

New efforts to reinforce security agencies in response to insurgencies and terrorism also raise concerns over a resurgence of the state security paradigm after the rise of human security in the 1990s. This return to the primacy of force not only crowds out investments in other vital areas of service delivery, but also threatens much of the progress made in focusing on the links between governance and security.

Major questions: The CODESRIA-UNOWAS conference on Money, Security and Democratic Governance in Africa will seek answers to the following questions:

  1. To what extent do illicit financial flows undermine democratic governance and security in Africa and what are the sources of the funds involved in these flows?
  1. What are effective ways to curb the influence of illicit money on democratic governance and security in Africa?
  2. How are gender and age involved in the interactions of money, security and governance?
  3. How can social movements, especially those involving women and the youth help curb the influence of illicit financial flows on democratic governance and security in Africa?
  4. How has investment in law enforcement agencies and security forces affected the capacity and interest of African states to deal with human development challenges?
  5. What are some of the deleterious ‘side effects’ of efforts to curb the influence of illicit flows on democratic governance and security in Africa?

Those interested in participating in the conference are invited to send papers of 8000 8500 words (including all references, notes and appendices) and a CV with full contact details including email addresses and phone numbers to CODESRIA no later than July 30, 2017.

Empirically grounded and theoretically ambitious papers that have not yet been published will be privileged in the selection process. The conference organizers will bear the conference participation costs of those whose papers are selected for presentation at the meeting. African Studies Review Pipeline for Emerging African Scholars Workshop

The African Studies Review (ASR) convenes Pipeline for Emerging African Scholars (PEAS) Workshops, in collaboration with the African Studies Association of Africa (ASAA http://www.as-aa.org), to stimulate, solicit, and further develop high quality journal submissions from Africa-based scholars under the close mentorship of senior Africanists from the continent and beyond. In collaboration with the ASAA the ASR will sponsor a PEAS workshop at the University of Ghana, Legon, on October 11, 2017. Scholars who wish to submit a proposal are, ideally, post-doctoral researchers, newly minted PhDs with works-in-progress currently underway, and soon-to-submit PhD students. Emerging scholars will have an opportunity to work closely with senior scholars to re-work a pre-circulated draft article.

The broader goals of PEAS are:

  1. To increase submissions from emerging Africa-based scholars to top-rated journals, especially ASR;
  2. To improve the quality of submissions from emerging Africa-based scholars;
  3. To increase the R&R (revise and resubmission) rate from emerging Africa-based scholars;
  4. To improve access to the ASR for emerging Africa-based scholars; and,
  5. To increase participation of emerging Africa-based scholars in review process.

Eligibility & Application Criteria:

  1. Applications may be submitted in English, French, or Portuguese BY JULY 31, 2017;
  2. All applicants shall be members of ASAA [http://www.as-aa.org/index.php/membership] and shall submit an abstract for the ASAA 2017 annual conference to be held at the University of Ghana, Legon [see http://www.as-aa.org/index.php/asaa-2017-conference/call-for-papers-posters-and-panels in English, French, and Portuguese];
  3. PhD student applicants shall be in the second year of their program or higher;
  4. Early career applicants shall have completed their PhD within the past five years; and,
  5. Priority shall be given to applicants from under-resourced institutions; women are particularly encouraged to apply.

Submission Process:

Applicants for a PEAS workshop must prepare the following BY JULY 31, 2017:

  1. A cover letter that outlines the applicant’s broad academic goals and interests, and gives an express commitment to revise and submit the material of the workshop to the ASR for peer-review and possible publication;
  2. A current curriculum vitae listing all educational qualifications, research funding received, pending applications, publications, and employment history;
  3. A polished draft article of between 5000-10,000 words, with complete citations;
  4. One letter of recommendation from an individual familiar with the applicant, addressed to the ASR’s Editor-in-Chief, Benjamin N. Lawrance, that includes, but is not limited to (a) confirmation that the recommender has read either the submission or previous work by the applicant; (b) an evaluation of the draft work; (c) confirmation that the recommender considers the work well enough developed to be on the path to submission to a journal; and (d) confirmation of the academic standing and progress of the applicant as represented in the accompanying CV;
  5. Either, evidence of status as a PhD student, including year in program, or, for early career applicants, a letter from their Head of Department indicating their status;
  6. For early career applicants ONLY, a copy of PhD certificate/diploma awarded;

The entire dossier shall be compiled as a single PDF file and submitted by email to ASAA Conference Secretariat asaaconference@gmail.com with ASR PEAS workshop in the subject line. 

Selection Criteria:

Applicants selected for participation will be notified by the ASR’s Managing Editor after confirmation of the applicant’s ASAA registration, by SEPTEMBER 1, 2017.

All successful applicants shall receive the following:

  1. Payment of ASAA conference registration fee;
  2. Accommodation for three nights (workshop and ASAA meeting); and,
  3. Meals for three days and nights (workshop and ASAA meeting).

Applicants are responsible for their own travel and all other costs incurred. However, limited funding for travel within the continent courtesy of the Royal Air Maroc, and accommodation courtesy of the African Studies Association (USA) is available. Priority will be given to applicants from under-resourced institutions.  Women are particularly encouraged to apply.

A African Studies ReviewASR (Análise de Estudos Africanos) convoca a Oficina para Acadêmicos Africanos Emergentes PEAS (Pipeline for Emerging African Scholars Workshop), em colaboração com a Associação Africana de Estudos Africanos – AAEA (African Studies Association of Africa – ASAA http://www.as-aa.org), para promover, encorajar, e desenvolver artigos de acadêmicos baseados na África de alta qualidade a serem publicados sob orientação de Africanistas veteranos do continente e além. Em colaboração com a AAEA a ASR promoverá uma oficina PEAS na Universidade de Gana, Legon, no dia 11 de outubro de 2017. Processo de submissão:

Candidatos para a oficina PEAS devem preparar o seguinte:

Lawrance, que inclua mas não se limite a: (a) confirmação que a pessoa que está recomendando tenha lido o artigo sendo enviado ou trabalhos prévios do candidato; (b) uma avaliação do projeto do trabalho; (c) confirmação que a pessoa que está recomendando considera o trabalho bem desenvolvido o suficiente para estar a caminho de ser publicado; e (d) confirmação do status acadêmico e progresso do candidato apresentado no CV em anexo;
  5. Prova de status de doutorando, incluindo ano do programa, ou para candidatos iniciantes de carreira, uma carta de seu Chefe de Departamento indicando seu status;
  6. Para candidatos iniciantes de carreira SOMENTE, uma cópia do Certificado/Diploma de doutorado (PhD) recebido;
