Job Opportunity: International Crisis Group, Analyst, Ethiopia and Eritrea

Based in Nairobi, Kenya, the successful candidate will research and produce reports on security, conflict, local politics, governance, social and development issues, analysing long and short-term challenges to stabilisation, security and development in Ethiopia and Eritrea, and recommending measures to achieve these goals.

Responsibilities: Conduct extensive research into prevailing security, political and social conditions in both Ethiopia and Eritrea; Provide analysis and advice on key security issues facing Ethiopia and Eritrea to promote stability, security and development; Prepare at least three detailed reports per year or the equivalent in briefing papers, setting out relevant research findings and policy recommendations; Carry out advocacy and media work to disseminate research findings and recommendations; Work closely and liaise with representatives of governments and international and local organisations in gathering information, seeking input and feedback, and supporting the distribution of Crisis Group reports and recommendations.

Requirements:  Extensive knowledge of politics and society in Ethiopia and Eritrea, with significant field experience in the region; Experience in political analysis and conflict prevention; At least five years professional experience in government, academia, international organisations, NGOs or journalism; Excellent writing, editing and analytical skills and ability to formulate well-targeted policy recommendations; Written and spoken fluency in English and proficiency in a regional language (Amharic preferred) required; Masters degree in international relations, political science, journalism, sociology or equivalent through experience; Excellent interpersonal and communication skills, including good public presentation skills, and a very strong capacity for effective teamwork; Ability to work independently in a fast-paced and often demanding environment.

Call for Applications: The United Nations University Institute for Natural Resources in Africa (UNU-INRA) Visiting Scholars Program

The United Nations University Institute for Natural Resources in Africa (UNU-INRA) wishes to provide qualified scholars an opportunity to undertake research on topics related to the development and management of natural resources in Africa, to participate in UNU-INRA activities, and to contribute to UNU-INRA publications. The program is also designed to enhance the dissemination of UNU-INRA research and to contribute to the UNU-INRA’s outreach program. The program will NOT support any fieldwork aimed at collecting data. It is suitable for researchers who have data available and need workstation facilities and financial support to analyze and publish the results of their research.

UNU-INRA’s work focuses on sustainable management of Africa’s natural resources. Specifically, the Strategic Plan 2011–2014 identifies three (3) program areas:  Harnessing land and water resources for efficient and sustainable use; Promoting conservation and developing a green economy; and Governing and managing the extractive industries.

The 2012 VSP will focus on theme 2: Promoting conservation and developing a green economy.

Interested candidates are encouraged to submit proposals that address this theme. Details about this program area can be found in the UNU-INRA Strategic Plan 2011- 2014 and the flyer of the Africa Green Economy Initiative, which can be both downloaded from the publication section of the Institute’s website.

Female scholars from Africa and abroad are highly encouraged to apply.

Successful applicants are expected to:  have a PhD degree in agricultural science, economics, agricultural economics, natural resource economics, social science, environmental science, international relations, law or related discipline; have a good publication record; spend a minimum of three (3) months at UNU-INRA in Accra (applicants should indicate in their application when they are able to come to UNU-INRA); interact with the staff at UNU-INRA; present a minimum of two (2) seminars on their research; prepare one or more papers to be considered for publication in the UNU-INRA Research Paper series; and undertake other duties that may be assigned by the Director.

UNU-INRA will provide a monthly stipend of $US1,500 as a contribution towards travel, accommodation, medical, and other out-of-pocket expenses.

There is no standard application form. Call for Applications: 2012 MILEAD Fellowship for young African women leaders

The MILEAD Fellows Program is a one-year leadership development program designed to identify, develop and promote emerging young African Women leaders to attain and succeed in leadership in their community and Africa as a whole. The program targets dynamic young women interested in developing transformational leadership skills that help them tackle issues affecting women in their communities and society as a whole- by equipping them with the world class knowledge, skills, values and networks they need to succeed as 21st century women leaders. Applications are welcome from young African women living in Africa and the Diaspora.

The MILEAD Fellowship will be awarded to 25 outstanding young women with exceptional qualities who have exhibited leadership potential in their community, organization, and/or profession. To be eligible for the one-year program, an applicant must be African, living on the continent or in the Diaspora; agree to participate in allrequired activities related to MILEA- including a three-week residential Summer Institute in Ghana; and commit to a community change project. Applicant must be between 19 – 25 years of age. Specific requirements of the program and related dates are outlined in the application package. Please review program and application guidelines carefully, before completing your application.

Please note that this is not a full-time fellowship. Selected candidates may remain full time students or work full time for the program duration, except during the 3–week summer institute. The 3-week summer institute is an intensive and full-time residential program and all fellows will be required to attend. The rest of the program involves community-based, online and other distance activities.

Call for Applications: Landesa – Women’s Land Rights Visiting Professionals Program

The Women’s Land Rights Visiting Professionals Program is a competitive year-long program for experienced and strongly motivated professionals who want to enhance their ability to improve women’s land rights in their countries or communities. Visiting Professionals will work closely together and with Landesa staff to enhance their skills, expertise, and commitment to support each other by: Participating in and contributing to substantive discussions; Sharing their knowledge and expertise through presentations and informal conversations; Working on their leadership, managerial, and communication skills; Providing and receiving constructive feedback; Benefiting from one year of dedicated mentoring; Fostering the trust and ties that will lay the foundation for a sustainable women’s land rights network that can be a resource for those working in this field.

For the first six weeks, Visiting Professionals will be based at our headquarters in Seattle, USA. Upon their return to their countries, we will continue to mentor them for a year as they implement a mutually agreed project. We cover travel expenses, provide housing and a small stipend for the six weeks in Seattle.

Call for Papers: Governance and Security in Africa, Africa Peace and Conflict Journal

The Africa Peace and Conflict Journal seeks to provide a vehicle for African scholars, and those focusing on Africa, to publish their views on issues of peace and conflict affecting the continent.

The APCJ deals with peace and conflict issues from a multi-disciplinary and distinctly African perspective. Researchers from any discipline peace and conflict studies, international relations, history, sociology, political science, media studies, law, etc. are invited to submit papers, book reviews and briefings for publication. The APCJ will endeavor to publish articles reflecting a diversity of topics and a diversity of approaches.

The theme for June, 2012 APCJ issue is Governance and Security in Africa.  This broad theme seeks to cover areas including but not limited to: Elections, Corruption, Good Governance, Regional Integration, Human Rights, Public Policy and other related governance issues.

Papers should be 7,000 words maximum and be critical case studies and/or thematic discussions and analyses of topical governance and security themes. Book reviews should be 1,500 words maximum and briefings should be 2,000 words maximum, there will be a preference for reviews of decisive works that have transformed global thinking on African peace and conflict in the past thirty years. It is hoped that these reviews and briefings will serve to address the growing demand for research on the continent. Papers with a strong POLICY FOCUS will be given HIGH PRIORITY for this issue.

The aim of the APCJ is to make Africa’s voice on the pivotal issue of peace and conflict on the continent heard, and to help ensure that the scholarly community in Africa engages with one another on issues relating to continental peace and security.

Papers, reviews and briefings can be submitted on a continuous basis, and will be peer reviewed. The focus will be on quality, originality and relevance, and engagement with the scholarly literature on the topic addressed. All sources should be recognized and references provided in footnotes.

Job Opportunity: Gender-Based Violence Impact Evaluation Manager, International Rescue Committee (based in DR Congo)

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The IRC is implementing a 3 year Impact Evaluation (IE) in partnership with Johns’ Hopkins University (JHU) designed to evaluate two new and innovative programs for survivors of sexual violence in South Kivu who have high symptoms of distress and who are having difficulty with daily functioning – Village Savings and Loans (socio-economic) and Cognitive Processing Therapy (psycho social). This evaluation will contribute to the IRC’s efforts to identify scalable interventions that demonstrably improve the psychological, social, physical and economic functioning of survivors of sexual violence living in Eastern DRC.

This interim role is responsible for the coordination of all data collections and monitoring of activities linked to the Impact Evaluation – the mental health (CPT) and socio economic (VSLA) components of the Gender-Based Violence program in South Kivu.

This position reports to the South Kivu GBV Coordinator and liaises with the GBV Program Director as well as IRC Technical Units, particularly Research, Evaluation & Learning, as necessary. This position will be the primary IE contact for the JHU research team.

The position’s key responsibilities include: Data Collection;  Oversee implementation of all logistical and research aspects of the 3 data collections due to take part between January and May 2012; Liaise with the GBV program and JHU to ensure all forms, plans and expectations are clear to all involved; Work together with Monitoring & Evaluation staff to ensure all lists of research participants are clear and shared appropriately to ensure smooth data collections; Ensure monitoring paperwork and system is maintained for the mental health groups over this period in coordination with the psychosocial supervisor; Ensure monitoring paperwork and system is maintained for the VSLA groups in coordination with the VSLA manager; Together with the South Kivu GBV Coordinator, the Finance and the Grants department, ensure timely and accurate reporting (narrative and financial) of Impact Evaluation activities – including research, VSLA and Mental Health;  Coordinate closely with the South Kivu GBV Managers to ensure the coherence of Impact evaluation project activities (research, MH, VSLA) with the rest of the IRC GBV South Kivu program and to ensure coordination and information flow with NGO partners for the data collections; Coordinate with GBV South Kivu Coordinator and Kinshasa HQ to ensure the flow of communication with JHU Research Director and Technical Units / Research, Evaluation & Learning in IRC HQ;  Work with the GBV team and operations staff, including the Logistics, Administration, Grants and Finance departments, to ensure the project is implemented according to IRC policies and procedures, particularly procurement and use of assets, materials and supplies.

REQUIREMENTS:  Masters in international development, business administration/management, psychology, social work, economics or other related degree preferred; Significant experience (3-6+ years) in large scale field-based data collection and program monitoring (ideally in Africa); Demonstrated experience in capacity building and mentoring; Demonstrated knowledge and skills in program design, monitoring and evaluation (theory and practice) desired; Bilingual – French and English. Swahili or another local language desirable.

SECURITY SITUATION / HOUSING: The security situation in South Kivu continues to be volatile and is characterized by latent but persistent conflict between Government and rebel groups as well as more general crime. Security measures are in place (guarded compounds, movement restrictions, communication systems, etc). IRC expatriate staff live in team houses. This position is unaccompanied.

Call for Applications: UNU-IAS Fellowship Programmes (Doctoral and Post-Doctoral Level)

Each year, the UNU Institute of Advanced Studies offers Ph.D. and Postdoctoral fellowships to provide young scholars and policymakers — especially those from the developing world — a multidisciplinary context within which to pursue advanced research and training that is of professional interest to the successful applicant and of direct relevance to the research agenda of UNU.

The Fellowship Programmes provide successful applicants with a unique opportunity to:  develop and advance their research under the supervision of a UNU faculty member, and contribute to the overall research agenda of UNU; widen their research interests and professional networks by working in an international and multidisciplinary context, and with as wider network of Japanese universities and research institutes; become exposed to the workings of the international and multilateral policy process, and the broader UN system; and link with other UNU Ph.D. and Postdoctoral Fellows.

The Fellows will be resident at UNU-IAS in Yokohama or the UNU-IAS operating unit in Kanazawa, Japan, for the full term of the fellowship.

Call for Applications, 2012 UPEACE-IDRC PhD Fellowships and Doctoral Research Awards (for African Students Pursuing a PhD)

The Africa Programme of the University for Peace (UPEACE) has secured funding from the Canadian International Development Research Centre (IDRC) to offer 15 PhD Grants in two categories: PhD Fellowships and Doctoral Research Awards. Both grants are specifically for African students pursuing their PhDs in Governance and Security Studies in a University in Sub-Saharan Africa.

In the category of PhD fellowship, 4 grants will be offered with a maximum award of $45,000 over a period of three years. This grant is intended for freshly enrolled candidates and will cover expenses including tuition, living expenses and a semester abroad at a Canadian university.

In the category of Doctoral Research Awards, 11 grants will be offered with a maximum award of $10,000 over a period of two years. This award is intended to support PhD candidates, who are at the final stage of their PhD studies to cover expenses like field research, data analysis, associated travel, and production costs.

IIE Scholar Rescue Fund Fellowships (for PhD holders)

The Scholar Rescue Fund provides fellowships for established scholars whose lives and work are threatened in their home countries. These fellowships permit professors, researchers and other senior academics to find temporary refuge at universities and colleges anywhere in the world, enabling them to pursue their academic work and to continue to share their knowledge with students, colleagues, and the community at large.

Awards are issued for up to US $25,000, plus health insurance. The final fellowship award is dependent upon the location of the host institution, the cost of living, and the value of any additional contributions from the host institution or other source.

Middle East Partner Initiative (MEPI) Funding under U.S. Govt’s Local Grants Program

The Middle East Partnership Initiative (MEPI) of the U.S. Department of State on October 1, 2011 has issued an annual program statement for funding that is available through MEPI’s Local Grants program aimed at promoting reform and civic activism at the local and national levels in countries of the Middle East and North Africa, building the institutional capacity of non-governmental organizations (NGOs), and strengthening the civil society.

Focus Areas:  Advocacy by civil society, NGOs, and professional associations; Development of networks, partnerships, and coalitions; Expansion of opportunities for youth (ages 15-24); Expansion of women’s participation in public life at the local, regional, and national levels; Promotion of the rule of law, legal frameworks and processes, good governance, public awareness; Development of media institutions; Promotion of economic reform that expands economic opportunity especially for youth; Expansion of educational opportunities

Objectives:  Building pluralistic societies in which diversity is reflected in social organizations, politics, business, media, and government, and where all citizens have equal standing, protected by guaranteed rights and by independent and effective judiciaries; Building participatory societies in which citizens play an active role in making decisions that affect their lives and in holding their governments accountable; and Building prosperous societies in which education, specialized skill training, and an environment conducive to business development inspire innovation and create a foundation for long-term economic growth and an internationally competitive private sector.

Project Activities:  Community-level activities that provide practical experience in democratic processes and encourage and strengthen volunteerism and advocacy; Public education and awareness-building activities, as well as training-of-trainers; Workshops, meetings, or training events of a practical and professional nature, which are an integral part of and contribute to the overall project; and/or Capacity-building for civil society organizations/nongovernmental organizations.

Call for Applications: Global South Scholar-In-Residence Programme, The Graduate Institute, Geneva

This fellowship is open to outstanding young professors from universities from developing and emerging countries pursuing advanced research in areas bridging the fields of international and development studies, broadly defined, and working in disciplines such as anthropology, history, law, politics and political science, and economics.

Scholars will spend one semester at the Institute to:  Update and strengthen the curriculum of their course; Further a personal research project; Participate in teaching courses; Interact with the international community of the Institute and Geneva area.

Scholars receive a contribution towards living expenses. The Scholarship also covers round trip travel to and accommodation in Geneva.

The selection will be based on the quality of research. Quality being equal, selection may be guided by an interest in promoting gender and regional diversity. Candidates should demonstrate how their research stay will contribute to their academic career and their home institution.

A wide range of human security concerns can be tackled by both ‘hard’ and ‘soft’ measures, therefore, the Journal’s scope not only covers such security sector reform issues as restructuring security apparatus, reintegration of ex-combatants, clearance of explosive remnants of war and cross-border management, but also the protection of human rights, justice, rule of law and governance.
